Buying real estate in North Macedonia: What you need to know

North Macedonia is gaining popularity among foreigners seeking peace, European quality of life, and smart investment opportunities. Buying real estate here offers not only a chance to invest profitably but also to simplify relocation and obtain a residence permit (residency). In this article, we’ll cover all the essentials: prices, neighborhoods, legal process, and immigration options.

What Types of Property Can Foreigners Buy?

Citizens of EU and OECD countries buy homes and building land on the same terms as Macedonian citizens. Citizens of other countries can buy apartments and houses on the basis of reciprocity, while buying land requires consent from the Ministry of Justice. That is why houses with land and plots are usually bought through a company registered in North Macedonia — a legal and common route. Foreigners cannot buy agricultural land, only lease it.

Available property types

  • Apartments (new developments and secondary market);
  • Flats in tourist complexes;
  • Private houses (via legal entity);
  • Commercial real estate.

Real Estate Prices in 2026

North Macedonia is still cheaper than most EU countries, but prices are rising fast. According to the National Bank, apartment prices in Skopje rose by about 25% year on year by the end of 2025, and the average asking price reached about €2,150/m² by late summer 2026 (about €1,670/m² a year earlier).

Skopje — the capital and business center

  • Resale apartments: on average about €2,150/m², in the center about €2,300/m²
  • Luxury housing: on average about €2,900/m², exclusive options up to €4,000/m²
  • New builds at the excavation stage (about 3 years before completion): €1,800–2,000/m²
  • New builds with the concrete frame completed (1–1.5 years before completion): €2,200–2,600/m²
  • Completed new apartments: from €2,700/m²
  • 60 m² apartment at the average price: about €130,000

New-build prices are given for smaller apartments; for larger ones the price per square meter is usually about €100 lower.

Ohrid — tourist and investment hotspot

  • Resale apartments: on average about €1,950/m²; depending on your request, from €1,700/m² for older buildings to €4,000/m² and more for the best properties
  • New builds at the excavation stage (about 3 years before completion): from €1,800/m²
  • New builds with the concrete frame (1–1.5 years before completion): from €2,000/m²
  • Completed new apartments: from €2,300/m²

Biljanini Izvori is an optimal Ohrid district that is now being actively developed. For comparison: an apartment bought here in 2024 for €1,650/m² at a late construction stage (about 6 months before completion) is worth €2,300–2,400/m² today. Front-line options cost up to €3,000/m² at middle construction stages and up to €4,000/m² at final ones.

While the property grows in value, the apartment can be rented out short-term via Booking: we take care of full turnkey management for 20% of the profit.

Prices are approximate, based on the assessment of our real estate specialists as of autumn 2026. We will prepare an up-to-date selection for your budget on request.

Where to Buy: Top Neighborhoods

Skopje

  • Centar — the main administrative and business district, prestigious and central;
  • Aerodrom — family-friendly with good infrastructure;
  • Kisela Voda — more affordable, developing area.

Ohrid

  • A picturesque city on the shores of Lake Ohrid, a cultural and tourist center with year-round potential for short-term rentals.

Other cities

  • Bitola, Prilep, and Struga — quieter and cheaper alternatives, great for peaceful living or long-term rental investment.

Legal Aspects of Buying Property

  1. Property check
    We verify the legal status of the property, any encumbrances and the accuracy of cadastre records.
  2. Tax number
    A foreign buyer needs a Macedonian tax number (EDB).
  3. Sale and purchase agreement
    Certified by a notary; if you do not speak Macedonian, a court interpreter takes part in the deal.
  4. Payment and registration
    Payment goes through a bank, then the notary submits the contract to the Agency for Real Estate Cadastre. You become the owner once the property is registered in the cadastre.
  5. Fees and taxes
    Property transfer tax is 2–4% of market value (the rate is set by the municipality; by law the seller pays it, but the parties may agree otherwise). When buying a new build from a developer, VAT applies instead and is usually included in the price. On top of that come notary, interpreter and cadastre fees. Annual property tax is 0.1–0.2% of the property value.

How to Combine Property Purchase with Obtaining Residency?

For citizens of EU and OECD countries, buying a home worth €40,000 or more is in itself a ground for a temporary residence permit of up to one year, renewable annually — provided you actually live in the country. For citizens of other countries, buying property does not give the right to residency, but it can be part of another strategy.

Common strategies

  • Through company registration
    A company is registered, property can be bought in its name, and you obtain residency as the owner and manager of the business. This also makes it possible to buy land or a house.
  • Through buying a home (EU and OECD citizens)
    An owned apartment or house worth €40,000 or more is a separate ground for residency.
  • On other grounds
    Employment, studies, family reunification — owning a home covers the accommodation requirement in these cases. We will find the right option during a consultation.
